Recyclable Blister Packaging Under the EU PPWR: What to Specify Now
2026-11-02

Why blister packaging is under review
A blister pack combines at least two materials — a thermoformed cavity film and a lidding foil — that are sealed together and usually not separated by the patient. That structure is exactly what design-for-recycling rules look at: whether the pack can be sorted into an existing stream, and whether the materials can be separated at end of life.
The EU Packaging and Packaging Waste Regulation replaces the earlier packaging directive and introduces design-for-recycling requirements that phase in toward 2030. The practical consequence for buyers is not a single approved material, but a documented answer to three questions: which stream the pack is designed for, which barrier performance the product needs, and which evidence supports both claims in the technical file.
Recyclability is a system property, not a resin property
Two packs made from the same film can have different recyclability outcomes depending on the lidding, the print coverage and the market. Before choosing a material, agree on:
- Target stream. Mono-PVC, mono-PET or polyolefin collection, or a market where pharmaceutical blisters are not collected at all.
- Separation route. Whether film and lidding are designed to be separated by the converter, the filler or a downstream processor.
- Barrier requirement. Moisture and oxygen sensitivity of the product determines whether a coated or laminated structure is required in the first place.
- Market evidence. What the local scheme and your regulatory contact will accept as documentation.
Where a market has no collection route for the pack, a recyclable structure delivers little. Being explicit about that in the technical file is more defensible than a general recyclability claim.
The options we produce
[Standard blister PVC](/products/standard-blister-pvc) remains the reference material for tablets and capsules in markets with an established PVC stream. It forms easily, seals on conventional lines and is well documented.
[High-barrier PVC](/products/high-barrier-pvc) adds a PVDC coating for moisture-sensitive products. It keeps the PVC stream position while extending shelf life, at the cost of a coating that has to be declared.
[PVC/APET laminated sheet](/products/pvc-apet-laminated-sheet) pairs PET surface appearance with PVC forming behaviour, which suits deep pockets and existing PVC tooling. The laminate has to be described honestly in the technical file, because it is not a mono-material pack.
[APET rigid film](/products/apet-rigid-film) and [RPET rigid film](/products/rpet-rigid-film) move the cavity into the PET stream. APET is the clearer option; RPET adds declared post-consumer content where a programme has a recycled-content target.
For products where moisture protection dominates, [cold-forming aluminium without PVC](/products/cold-forming-aluminum-without-pvc) and [PTP aluminium foil](/products/ptp-aluminum-foil) are specified as a system rather than as separate components, and the lidding choice should be validated with the cavity film.
How the options compare
| Option | Stream position | Barrier | Forming | Typical fit |
|---|---|---|---|---|
| Standard PVC | PVC where collected | Moderate | Wide window | Tablets, capsules, established markets |
| High-barrier PVC | PVC with coating declared | High moisture barrier | Wide window | Moisture-sensitive solids |
| PVC/APET laminate | Mixed, must be declared | Moderate | Good on deep pockets | Deep pockets, existing PVC tooling |
| APET | PET where collected | Moderate | Moderate | Shallow cavities, visible product |
| RPET | PET with declared recycled content | Moderate | Moderate | Recycled-content targets |
| Cold-form aluminium + PTP foil | Aluminium system | Very high | Line dependent | Highly moisture-sensitive products |
Specification points worth fixing early
1. Declare the stream in the drawing. Put the target stream and the separation route on the pack specification, not only in a marketing statement. 2. Fix the lidding with the film. Seal strength, peel behaviour and the recyclability claim all depend on the pair. 3. Ask for the actual composition. Coating weight, laminate structure and recycled content should appear as numbers in the datasheet. 4. Keep change control on the resin source. A supplier switch can move the pack out of the position it was validated in. 5. Validate before the artwork freeze. Print coverage and lacquer choice change how a pack sorts in practice. 6. Match the evidence to the market. A statement that satisfies one authority may not satisfy another.
Documentation to keep in the technical file
- Material datasheet with gauge, tolerance and structure
- Composition statement, including coatings and recycled content
- Compliance statements for USP <661> and EP 3.1/3.2 where applicable
- Seal and peel validation with the nominated lidding
- Stability data supporting the claimed barrier position
- Batch certificate of analysis
Working through the change
Most programmes do not switch material in one step. A workable sequence is to keep the qualified structure for existing SKUs, specify a recyclable or mono-material structure for the next launch, and run both through the same documentation and trial process. Our engineers can review a pack specification against the stream you are targeting and return a material recommendation with the supporting documents — send the drawing, product sensitivity and target market through the contact form. Market-specific requirements for pharma, nutraceutical and cosmetic packs are summarised under industries we serve.
